Rule: equitable stroke control

Worked example

Under Equitable Stroke Control a course handicap of 17 caps every hole at 7, turning a gross of 96 into an adjusted gross score of 93.

  1. course handicap 17 is in the 10 to 19 band: maximum 7 on any hole
  2. capped: hole 4 9→7, hole 14 8→7
  3. gross 96 → adjusted gross 93

How it is calculated

Find the Course Handicap band: 9 or less caps at double bogey, 10 to 19 at 7, 20 to 29 at 8, 30 to 39 at 9, 40 or more at 10. Every hole above the cap is reduced to it. The adjusted gross is the sum. ESC was the USGA rule until the end of 2019 and was replaced by net double bogey under the World Handicap System.

When it does not apply

  • Historical. ESC has not applied since January 2020. Parful does not use it; its cap rule is net double bogey.
  • One number for the whole card, unlike net double bogey which moves hole by hole with par and strokes.

Questions

Why is this still here?

Because old scorecards, old club records and older golfers still refer to it, and understanding the difference from net double bogey explains why handicaps moved the way they did in 2020.

Is ESC used anywhere today?

Not under the World Handicap System. Some non-affiliated societies still run it as a house rule.
